First make sure that the technician at the location has the internet plugged into the WAN of the Fortinet and LAN on the Fortinet is plugged into the computer.  The WAN (172.16.100.1) and LAN (172.16.100.2).
If the technician has the internet plugged directly into the computer it will pull it's own IP address which will likely be 192.168.1.X. This will be the wrong IP.
To check to make sure the static IP's are set, do the following.
1. Control Panel
2. Network - Status and Task
3. Change Adapter
4. Ethernet right click
5. Properties
6. Choose Internet protocol TCP/IPv4
7. Properties

Subnet Mask: 255.255.0.0
Gateway: 172.16.100.1
