Whenever someone is installing a Sankyo EMV card reader onto a TR8011, there could possibly be an issue with it not resetting in Device Status or reading the details even though it has "green lights" when connected via USB.  One solution that has been circulated is to run the Sankyo Card Reader Utility, to get it to "initialize" and 9 times out of 10 that will work.  However, if it is determined that the card reader is most likely good (from trying multiple or a known good one) and that the USB connection is fine, it could be that the RT doesn't have the Windows required drivers for it.  


To check this:  Go to Devices and Printers, and if it's being read by the USB, it should show up as IMO330.  Right-click on it and go to Properties-->Hardware-->Update Driver and then have it search the internet for the correct driver.  Since it is a Windows driver that is needed, our software blocks it initially when the device is plugged in if it isn't already installed like it should be, so you have to force it to go out and find it.  


After it successfully updates the drivers, you can start Restart to RT, or use the utility to initialize and test that it's good now and make sure that it's being read in the Device Status as "Up".
